The Position
Title: Analytic Science Consultant / Manager
Business Unit / Product Line: Consulting
Reporting to: Vice President, Analytic Science
Location: Beijing, China
Travel: 10% – 25%
Overview
Be the primary analytical contact on Analytic Development Basel II consultative projects with overall responsibility for the project and client management from initiation, through development and final delivery.
Responsibilities
Review and ultimately own the development methodology for the various Basel model components (PD, EAD and LGD) with consideration to Long run estimates, confidence intervals, validation and meeting the various Basel compliance obligations
Providing a full end-to-end consultancy service over multiple concurrent projects including the provision of general consultancy to support clients in their implementation, monitoring and on-going use of the delivered scores / models and to support clients in their Basel II waiver applications to include specific areas such as use test reviews / compliance governance.
People management and development of a team of project analysts / consultant and managers.
Support the growth of Company’s China Operations in the delivery of its Analytical offerings
Provide overall project leadership across all Company functional areas, ensuring that the client sees Company as a cohesive, integrated team.
Manage project scope, project plans and resource requirements for each project
Act as the central point of contact for the client and oversees all Company project communications
Manage client expectations for the project; ensuring that Company business needs are met throughout the project.
Proactively manage efforts to maximize Company revenue, maintain client satisfaction, and quantify project benefits delivered.
Performs key project control functions: managing internal revenue forecasting and claiming process, internal management updates etc.
Advise clients on the most appropriate solutions for their business needs
Forge consultative relationships with new and existing clients
Manage a number of different projects simultaneously, of varying complexity and length. Establishing priorities and coordinating work

Supporting the sales team with business development, client liaison and technical sales support
Relevant Skills/Experience
Experience gained in Retail Credit Lending in leading consultancy firm and/or bank or financial institution
Implementing Basel II Retail IRB solutions, including infrastructure and modelling/estimation components to output PD, EAD and LGD estimates.
Design of Retail IRB solutions to meet the minimum requirements laid out in the Basel II Accord
LGD and EAD modelling experience
Substantial experience in Credit Scoring model development
Analysis of the impact of economic cycle conditions on credit risk models and their parameters as applied to retail portfolios
Operational implementation of credit scoring models in retail lending covering consumer, mortgages and small business lending.
Interaction with regulators on the implementation of the Basel II Accord (preferred)
Project management of scorecard development and strategy implementation in Retail Lending
Client focussed role as consultant, either internal or external to own organisation
Revenue earning responsibility (preferred)
Economic capital modelling for retail lending businesses
Knowledge:
Expert knowledge of the Basel II Capital Accord, and in particular as it impacts retail lending businesses and portfolios
Know-how of practical implementation of Retail IRB Systems that would conform with requirements of the Basel II IRB approach.
Insight into know-how of making internal use of PD, EAD and LGD to business advantage (best practice) and satisfying the Basel IRB “Use Test”.
How to use industry-standard statistical modelling tools for retail lending modelling, analytics and decisioning
How the Basel II Accord implementation could impact the competitive positioning of clients and which client profiles would benefit most from B2 consulting services
Expert in client’s credit risk management processes, organization and risk policies
Strong communication skills in both English and Mandarin

Domain / Analytical Knowledge:
Predictive decision modelling experience
Financial services industry knowledge / best practice; particularly in the area of Basel II and regulatory compliance
Basel II
EAD LGD modelling
Previous people management experience, including development, mentoring and coaching of junior staff
Management experience gained in a Credit Risk Management environment
